FN Tactical Police Shotgun
The ‘Pump Shotgun’ in the game is based off of an FN Tactical Police Shotgun, though its operation is more similar to that of a semi-auto shotgun. Owing to its larger size, it’s a two-handed weapon, trading off the speed and dual-wield-ability for even greater power, a slightly faster rate of fire, tighter spread, and a noticeably higher capacity (starting at six shells and progressively reaching 16 at the highest upgrade). Found throughout Panau, particularly in use with Panauan military elites and the demolition officers found at the bottom of bio-fuel shafts.
FN Tactical Police Shotgun — 12 gauge
Rico aims the FN Tactical Police at a roof, finding a single long barrel more intimidating than four smaller ones.
The Tactical Police strapped across Rico’s back, giving a decent view of the stock and the heat-shield.
Rico poses with the Tactical Police. Note that the pump is modeled at the rear position, which would preclude the ability to fire the shotgun in reality.
Fortunately for Rico, he lives in a reality where Hispanics can defy physics at will, so he is perfectly capable of firing the weapon semi-automatically and fully reloading the weapon by making a pumping motion with his off hand, creating a sound effect one would expect from the actual operation of a pump.
Rico discovers unused weapons not in a crate of some kind are untrustworthy; here he has to talk a shotgun down before it pulls the pin on a grenade.
Essential improvements
Make 100% Completion Possible
- Because of two unpatched bugs, no more than 99.96% completion can be attained in the vanilla game. One of the 221 water towers does not actually exist, and the final optional sidequest — no matter which one it happens to be — does not reward the usual 3 Weapon and 3 Vehicle parts.

Bullseye Rifle fix
- This mod fixes a couple of annoying issues with the Bullseye Rifle (a DLC weapon), like using improper ammo type, lack of possibility to zoom with scope and more.

GE M134 Minigun
The GE M134 can be found mounted in emplacements, on patrol boats and helicopters. It’s most prominent appearance is during the mission «The White Tiger». The M134 in emplacements can be removed and carried around similar to the in Terminator 2. Although in Just Cause 2 the weapon retains it’s spade grips along with the added pistol grip.

Rico poses with a dismounted M134. Rico finds that even his ability to defy physics has its limits, as carrying the M134 slows him down considerably, and he must discard the minigun to switch to one of his stowed weapons or use his grappling hook.
A M134 mounted underneath the right wing of a fighter jet.
A M134 in a Reaper controlled military base. Note the belt feeding from the box to the left of the weapon into the underside; this is part of the mounting, and is left behind when Rico detaches the M134 and carries it around.
As with the M249’s lack of an ammo belt, Rico is not in the least bit deterred by this. Here he strikes a suitably heroic pose while demonstrating the M134’s ridiculous power during the first Agency mission.
Alexander Mirkov mans an M134 during the fifth agency mission, «Three Kings».
«Rico’s Signature Gun»
The «Holdt R4 Pitbull» as used in the first Just Cause, where it was, as befitting its name here, the standard weapon Rico always had access to. Like in the first game, it is a revolver somewhat resembling the Taurus Raging Bull fitted with what appear to be pearl grips and a tiny, M203-like underbarrel grenade launcher which the player cannot use. Added via DLC, and like the other DLC weapons it must be purchased from the arms dealer to be acquired or replenished, on top of not having the infinite reserve ammo it had in the original game, but in return it starts at its max level and deals better damage than it did originally.

Dual-wielding. Given its likely real-world base, this is only a slightly better idea than dual-wielding the Model 500, but Rico’s already been doing it with this gun for years.
Reloading the twin Signature Guns.
Rico has his signature gun delivered via crate dropped from a helicopter.
FAMAE SAF
The is dubbed the «Submachine Gun» in-game, starting with a 30-round capacity and able to reach 40 at its max level. It is somewhat common in the hands of low-level Panauan soldiers, a little behind the Desert Eagle and a little ahead of the shorty double-barreled shotgun; while they use the weapon in a two-handed grip, Rico fires it with one hand, allowing it to be mixed-and-matched with a second SAF or another one-handed weapon. Since Rico wouldn’t use it anyway, it is modeled without any sort of stock attached, Panauan soldiers forced to fire it from the hip.

Rico makes a daring escape, with a FAMAE SAF in his leg holster. Or more accurately, just stuck to his leg.
Just Cause 2’s physics are firmly in the realm of «silly;» here, Rico juggles a Panauan soldier by shooting him repeatedly with his SAF.
FN M249
The M249 is called the «Machine Gun». Mounted on patrol boats and Jeeps, and also able to be picked up and hand-fired by Rico. The M249 and M134 Minigun share a mounting which includes an ammo box; this is not part of the weapon model, meaning that when carried the M249 has no ammunition drum; it nevertheless starts with a 26-round capacity, that can be upgraded until it reaches 41 rounds. It is primarily based on the E2 version, but includes the sliding stock of the SPW.

FN Minimi SPW — 5.56x45mm
A Reaper holds his M249. The lack of a belt of any kind does not prevent anyone from firing it.
A member of the Panauan military force fires a vehicle-mounted M249 at a group of Ular Boys. Note the common M249 / M134 mounting’s belt feeding into the underside of the M249 in a completely incorrect fashion.
A rather bizarre sight after the first mission, a massive M249 made from two overlapped weapon models. This appears to be intentional, since the front M249 has no spade grips.

PSL Sniper Rifle
A PSL Sniper Rifle with modified shoulder stock and synthetic foregrip appears as the «Sniper Rifle». It starts with a rather low capacity of four rounds per magazine, gradually increasing per upgrade to 9 rounds; in turn, it is incredibly powerful, able to one-shot low-level Panauan guards even without upgrades and able to do the same to Elites with a headshot and/or at the maximum level. Interestingly, enemy snipers are frequently seen using this weapon in conjunction with laser aiming modules, despite no such device being present on the weapon; this is obviously a gameplay convention to make such an insanely powerful weapon in the hands of hostile NPCs more fair to deal with. Another interesting note is that the demo of the game used a different model for the Sniper Rifle, which was later incorporated into the retail game as the above Bull’s Eye rifle.

«Bull’s Eye Assault Rifle»
A DLC weapon, the Bull’s Eye features a scope for increased long-range effectiveness, and is restricted to semi-automatic fire. The weapon model appears to simply be the M4 model with «futuristic» embellishments added over the top of it, seemingly with the goal of making it (very slightly) resemble a Heckler & Koch XM8. Like the other DLC weapons, it must be purchased from the arms dealer to gain access to, and it cannot be upgraded, but starts with higher power than the regular M4.

The Bull’s Eye reloads in the same manner as the M4, the only change being that, since the Bull’s Eye’s magazine model is straight, Rico’s fingers never clip through it.

LeFH 18/40
What appear to be lengthened LeFH 18/40 105mm field guns with a mislocated handwheel on the breech and a fictional turntable mounting with fuze-setting equipment are found at certain high-security locations throughout Panau. They can be used by Rico, and are shown as slow-firing self-loading weapons, with no real way given for them to fire more than once since he simply sits in a seat to one side when he is using them.

Aiming the gun. Note the huge cutout for Rico’s head that would essentially provide no protection at all.
Sawn-Off Double Barrel Side-by-Side Shotgun
An unknown is used by the Panauan Military, and can be seen in conjunction with the larger pump shotgun. For some odd reason, Rico and enemies are capable of firing three (!) shots from the gun before having to reload, despite the gun having only two barrels; upgrades progressively make this even more ridiculous, to the point that Rico is eventually able to apparently hold four shells per barrel. Completely devastating at close range, especially when dual-wielded.
Remington Spartan Sawed Off shotgun — 12 gauge
Cursing his bad luck with all sorts of terrain, Rico aims a single sawed-off shotgun at gravel.
Finally back to one-handed weapons, he quickly brings in a second one for further intimidation.
The sawed-off shotgun is the only weapon that gets a unique animation when paired up with another weapon, Rico flipping the barrels open for a moment then snapping them back into battery with a flick of the wrist(s).
Rico finds a sawed-off in a weapons crate.
Just Cause 2.
Smith & Wesson Model 500
The «Revolver» is based on the Smith & Wesson Model 500, but the in-game model has some incorrect features, including the cylinder latch being too low, a barrel seemingly based on Taurus Tracker revolvers, no compensator ports, and finally it is modeled with a 6-round cylinder instead of a 5-round one. As per video game logic, this last fact means that the in-game weapon starts with a 7-round capacity, and gains one extra round per upgrade until it holds 12 at a time.

Aiming the S&W Model 500.
Dual-wielding Model 500s. This is what is known in reality as a bad idea.
Reloading the twin Model 500s; while each small weapon has a unique animation when used on their own, pairing any combination up gives them all the same animation.
A Model 500 in a weapons crate; a rare, but welcome, sight.
Jade Tan aims her mutant SW500 at Maria Kane at the start of the second mission. Perspective is here conspiring to making the gun look even more gigantic than it actually is.
Desert Eagle Mark VII
The Desert Eagle appears as the «Pistol». It can be identified as the Mark VII by the safety lever and its lack of scope rails as featured on the Mark XIX. The true caliber cannot be determined: the real Desert Eagle holds 9 rounds in .357 Magnum, 8 in .44 Magnum and 7 in .50 AE, while the in-game version starts out with a 12 round magazine, and can eventually be upgraded to a completely ridiculous 24.
